Restore Instructions

I am looking for an instruction for rebuilding a Windows 2003 server system from a complete failure. I presume I start with installing windows server 2003 from disk? Then, in what order do I restore the backup and systemstate backup in order to get a working system. I tried once, doing a backup restore and then a systemstate restore but the server was not stable.
